(Editor’s note: on this 36th anniversary of the passing of Philip K. Dick, it seems an appropriate time to note the relevance of his work to our current dystopia as Henry Farrell does in the following essay. Unfortunately the author is less astute regarding the ways in which the dystopias of Orwell and Huxley are equally relevant to our current milieu.)

This is not the dystopia we were promised.

We are not learning to love Big Brother, who lives, if he lives at all, on a cluster of server farms, cooled by environmentally friendly technologies.

Nor have we been lulled by Soma and subliminal brain programming into a hazy acquiescence to pervasive social hierarchies.

Dystopias tend toward fantasies of absolute control, in which the system sees all, knows all, and controls all. And our world is indeed one of ubiquitous surveillance.

Phones and household devices produce trails of data, like particles in a cloud chamber, indicating our wants and behaviors to companies such as Facebook, Amazon, and Google.

Yet the information thus produced is imperfect and classified by machine-learning algorithms that themselves make mistakes.

The efforts of these businesses to manipulate our wants leads to further complexity.

It is becoming ever harder for companies to distinguish the behavior which they want to analyze from their own and others’ manipulations.

This does not look like totalitarianism unless you squint very hard indeed.

As the sociologist Kieran Healy has suggested, sweeping political critiques of new technology often bear a strong family resemblance to the arguments of Silicon Valley boosters.

Both assume that the technology works as advertised, which is not necessarily true at all.

Standard utopias and standard dystopias are each perfect after their own particular fashion.

We live somewhere queasier—a world in which technology is developing in ways that make it increasingly hard to distinguish human beings from artificial things.

The world that the Internet and social media have created is less a system than an ecology, a proliferation of unexpected niches, and entities created and adapted to exploit them in deceptive ways.

Vast commercial architectures are being colonized by quasi-autonomous parasites.

Scammers have built algorithms to write fake books from scratch to sell on Amazon, compiling and modifying text from other books and online sources such as Wikipedia, to fool buyers or to take advantage of loopholes in Amazon’s compensation structure.

Much of the world’s financial system is made out of bots-automated systems designed to continually probe markets for fleeting arbitrage opportunities.

Less sophisticated programs plague online commerce systems such as eBay and Amazon, occasionally with extraordinary consequences, as when two warring bots bid the price of a biology book up to $23,698,655.93 (plus $3.99 shipping).

In other words, we live in Philip K. Dick’s future, not George Orwell’s or Aldous Huxley’s.

Dick was no better a prophet of technology than any science fiction writer, and was arguably worse than most.

His imagined worlds jam together odd bits of fifties’ and sixties’ California with rocket ships, drugs, and social speculation.

Dick usually wrote in a hurry and for money, and sometimes under the influence of drugs or a recent and urgent personal religious revelation.

Still, what he captured with genius was the ontological unease of a world in which the human and the abhuman, the real and the fake, blur together.

As Dick described his work (in the opening essay to his 1985 collection, I Hope I Shall Arrive Soon):

The two basic topics which fascinate me are “What is reality?” and “What constitutes the authentic human being?”

Over the twenty-seven years in which I have published novels and stories I have investigated these two interrelated topics over and over again.

These obsessions had some of their roots in Dick’s complex and ever-evolving personal mythology (in which it was perfectly plausible that the “real” world was a fake, and that we were all living in Palestine sometime in the first century AD).

Yet they were also based on a keen interest in the processes through which reality is socially constructed.

Dick believed that we all live in a world where “spurious realities are manufactured by the media, by governments, by big corporations, by religious groups, political groups—and the electronic hardware exists by which to deliver these pseudo-worlds right into heads of the reader.” He argued:

“The bombardment of pseudo-realities begins to produce inauthentic humans very quickly, spurious humans—as fake as the data pressing at them from all sides.

My two topics are really one topic; they unite at this point.

Fake realities will create fake humans.

Or, fake humans will generate fake realities and then sell them to other humans, turning them, eventually, into forgeries of themselves.

So we wind up with fake humans inventing fake realities and then peddling them to other fake humans.”

In Dick’s books, the real and the unreal infect each other, so that it becomes increasingly impossible to tell the difference between them.

The worlds of the dead and the living merge in Ubik (1969), the experiences of a disturbed child infect the world around him in Martian Time-Slip (1964), and consensual drug-based hallucinations become the vector for an invasive alien intelligence in The Three Stigmata of Palmer Eldritch (1965).

Humans are impersonated by malign androids in Do Androids Dream of Electric Sheep? (1968) and “Second Variety” (1953); by aliens in “The Hanging Stranger” (1953) and “The Father-Thing” (1954); and by mutants in “The Golden Man” (1954).

This concern with unreal worlds and unreal people led to a consequent worry about an increasing difficulty of distinguishing between them.

Factories pump out fake Americana in The Man in the High Castle (1962), mirroring the problem of living in a world that is not, in fact, the real one.

Entrepreneurs build increasingly human-like androids in Do Androids Dream of Electric Sheep?, reasoning that if they do not, then their competitors will.

Figuring out what is real and what is not is not easy.

Scientific tools such as the famous Voight-Kampff test in Do Androids Dream of Electric Sheep? (and Blade Runner, Ridley Scott’s 1982 movie based loosely on it) do not work very well, leaving us with little more than hope in some mystical force—the I Ching, God in a spray can, a Martian water-witch—to guide us back toward the real.

We live in Dick’s world—but with little hope of divine intervention or invasion.

The world where we communicate and interact at a distance is increasingly filled with algorithms that appear human, but are not—fake people generated by fake realities.

When Ashley Madison, a dating site for people who want to cheat on their spouses, was hacked, it turned out that tens of thousands of the women on the site were fake “fembots” programmed to send millions of chatty messages to male customers, so as to delude them into thinking that they were surrounded by vast numbers of potential sexual partners.

These problems are only likely to get worse as the physical world and the world of information become increasingly interpenetrated in an Internet of (badly functioning) Things.

Many of the aspects of Joe Chip’s future world in Ubik look horrendously dated to modern eyes: the archaic role of women, the assumption that nearly everyone smokes.

Yet the door to Joe’s apartment—which argues with him and refuses to open because he has not paid it the obligatory tip—sounds ominously plausible.

Someone, somewhere, is pitching this as a viable business plan to Y Combinator or the venture capitalists in Menlo Park.

This invasion of the real by the unreal has had consequences for politics.

The hallucinatory realities in Dick’s worlds—the empathetic religion of Do Androids Dream of Electric Sheep?, the drug-produced worlds of The Three Stigmata of Palmer Eldritch, the quasi–Tibetan Buddhist death realm of Ubik—are usually experienced by many people, like the television shows of Dick’s America.

But as network television has given way to the Internet, it has become easy for people to create their own idiosyncratic mix of sources.

The imposed media consensus that Dick detested has shattered into a myriad of different realities, each with its own partially shared assumptions and facts. Sometimes this creates tragedy or near-tragedy.

The deluded gunman who stormed into Washington, D.C.’s Comet Ping Pong pizzeria had been convinced by online conspiracy sites that it was the coordinating center for Hillary Clinton’s child–sex trafficking ring [likewise, the masses may have been convinced by mainstream media that a real child-sex trafficking ring never existed].

Such fractured worlds are more vulnerable to invasion by the non-human.

Many Twitter accounts are bots, often with the names and stolen photographs of implausibly beautiful young women, looking to pitch this or that product (one recent academic study found that between 9 and 15 percent of all Twitter accounts are likely fake).

Twitterbots vary in sophistication from automated accounts that do no more than retweet what other bots have said, to sophisticated algorithms deploying so-called “Sybil attacks,” creating fake identities in peer-to-peer networks to invade specific organizations or degrade particular kinds of conversation.

Twitter has failed to become a true mass medium, but remains extraordinarily important to politics, since it is where many politicians, journalists, and other elites turn to get their news.

One research project suggests that around 20 percent of the measurable political discussion around the last presidential election came from bots.

Humans appear to be no better at detecting bots than we are, in Dick’s novel, at detecting replicant androids: people are about as likely to retweet a bot’s message as the message of another human being.

Most notoriously, the current U.S. president recently retweeted a flattering message that appears to have come from a bot densely connected to a network of other bots, which some believe to be controlled by the Russian government and used for propaganda purposes.

In his novels Dick was interested in seeing how people react when their reality starts to break down.

A world in which the real commingles with the fake, so that no one can tell where the one ends and the other begins, is ripe for paranoia.

The most toxic consequence of social media manipulation, whether by the Russian government or others, may have nothing to do with its success as propaganda.

Instead, it is that it sows an existential distrust.

People simply do not know what or who to believe anymore.

Rumors that are spread by Twitterbots merge into other rumors about the ubiquity of Twitterbots, and whether this or that trend is being driven by malign algorithms rather than real human beings.

Such widespread falsehood is especially explosive when combined with our fragmented politics.

Liberals’ favorite term for the right-wing propaganda machine, “fake news,” has been turned back on them by conservatives, who treat conventional news as propaganda, and hence ignore it.

On the obverse, it may be easier for many people on the liberal left to blame Russian propaganda for the last presidential election than to accept that many voters had a very different understanding of America than they do.

Dick had other obsessions—most notably the politics of Richard Nixon and the Cold War.

It is not hard to imagine him writing a novel combining an immature and predatory tycoon (half Arnie Kott, half Jory Miller) who becomes the president of the United States, secret Russian political manipulation, an invasion of empathy-free robotic intelligences masquerading as human beings, and a breakdown in our shared understanding of what is real and what is fake.

These different elements probably would not cohere particularly well, but as in Dick’s best novels, the whole might still work, somehow.

Indeed, it is in the incongruities of Dick’s novels that salvation is to be found (even at his battiest, he retains a sense of humor).

Obviously, it is less easy to see the joke when one is living through it. Dystopias may sometimes be grimly funny—but rarely from the inside.

The report (“The Dossier”) that claims that Donald Trump colluded with Russia, was paid for by the DNC and Hillary Clinton campaign.

The company that claims that Russia hacked DNC computer servers, was paid by the DNC and Hillary Clinton campaign.

The FBI’s counterintelligence probe into Trump’s alleged connections to Russia was launched on the basis of information gathered from a report that was paid for by the DNC and Hillary Clinton campaign.

The surveillance of a Trump campaign member (Carter Page) was approved by a FISA court on the basis of information from a report that was paid for by the DNC and Hillary Clinton campaign.

The Intelligence Community Analysis or ICA was (largely or partially) based on information from a report that was paid for by the DNC and Hillary Clinton campaign. (more on this below)

The information that was leaked to the media alleging Russia hacking or collusion can be traced back to claims that were made in a report that was paid for by the DNC and Hillary Clinton campaign.

The entire Russia-gate investigation rests on the “unverified and salacious” information from a dossier that was paid for by the DNC and Hillary Clinton Campaign. Here’s how Stephen Cohen sums it up in a recent article at The Nation:

“Steele’s dossier… was the foundational document of the Russiagate narrative…from the time its installments began to be leaked to the American media in the summer of 2016, to the US “Intelligence Community Assessment” of January 2017….the dossier and subsequent ICA report remain the underlying sources for proponents of the Russiagate narrative of “Trump-Putin collision.” (“Russia gate or Intel-gate?”, The Nation)

There’s just one problem with Cohen’s statement, we don’t really know the extent to which the dossier was used in the creation of the Intelligence Community Assessment. (The ICA was the IC’s flagship analysis that was supposed to provide ironclad proof of Russian meddling in the 2016 elections.)

According to some reports, the contribution was significant. Check out this excerpt from an article at Business Insider:

“Intelligence officials purposefully omitted the dossier from the public intelligence report they released in January about Russia’s election interference because they didn’t want to reveal which details they had corroborated, according to CNN.” (“Mueller reportedly interviewed the author of the Trump-Russia dossier — here’s what it alleges, and how it aligned with reality”, Business Insider)

Bottom line: Despite the denials of former-CIA Director John Brennan, the dossier may have been used in the ICA.

In the last two weeks, documents have been released that have exposed the weak underpinnings of the Russia investigation while at the same time revealing serious abuses by senior-level officials at the DOJ and FBI.

The so called Nunes memo was the first to point out these abuses, but it was the 8-page “criminal referral” authored by Senate Judiciary Committee Chairman Chuck Grassley and Senator Lindsey Graham that gave credence to the claims. Here’s a blurb from the document:

“It appears the FBI relied on admittedly uncorroborated information, funded by and obtained for Secretary Clinton’s presidential campaign, in order to conduct surveillance of an associate of the opposing presidential candidate. It did so based on Mr. Steele’s personal credibility and presumably having faith in his process of obtaining the information. But there is substantial evidence suggesting that Mr. Steele materially misled the FBI about a key aspect of his dossier efforts, one which bears on his credibility.”

There it is. The FBI made a “concerted effort to conceal information from the court” in order to get a warrant to spy on a member of a rival political campaign. So –at the very least– there was an effort, on the part of the FBI and high-ranking officials at the Department of Justice, to improperly spy on members of the Trump team.

And there’s more.

The FBI failed to mention that the dossier was paid for by the Hillary campaign and the DNC, or that the dossier’s author Christopher Steele had seeded articles in the media that were being used to support the dossier’s credibility (before the FISA court), or that, according to the FBI’s own analysts, the dossier was “only minimally corroborated”, or that Steele was a ferocious partisan who harbored a strong animus towards Trump.

All of these were omitted in the FISA application which is why the FBI was able to deceive the judge. It’s worth noting that intentionally deceiving a federal judge is a felony.

Most disturbing is the fact that Steele reportedly received information from friends of Hillary Clinton. (supposedly, Sidney Blumenthal and others) Here’s one suggestive tidbit that appeared in the Graham-Grassley” referral:

“…Mr. Steele’s memorandum states that his company “received this report from REDACTED US State Department,” that the report was the second in a series, and that the report was information that came from a foreign sub-source who “is in touch with REDACTED, a contact of REDACTED, a friend of the Clintons, who passed it to REDACTED.”

It is troubling enough that the Clinton campaign funded Mr. Steele’s work, but that these Clinton associates were contemporaneously feeding Mr. Steele allegations raises additional concerns about his credibility.” (Lifted from The Federalist)

What are we to make of this?

Was Steele shaping the dossier’s narrative to the specifications of his employers?

Was he being coached by members of the Hillary team?

How did that impact the contents of the dossier and the subsequent Russia investigation?

These are just a few of the questions Steele will undoubtedly be asked if he ever faces prosecution for lying to the FBI.

But, so far, we know very little about man except that he was a former MI6 agent who was paid $160,000 for composing the dubious set of reports that make up the dossier.

We don’t even know if Steele’s alleged contacts or intermediaries in Russia actually exist or not.

Some analysts think the whole thing is a fabrication based on the fact that he hasn’t worked the Russia-scene since the FSB (The Russian state-security organization that replaced the KGB) was completely overhauled.

Besides, it would be extremely dangerous for a Russian to provide an M16 agent with sensitive intelligence.

And what would the contact get in return?

According to most accounts, Steele’s sources weren’t even paid, so there was little incentive for them to put themselves at risk?

All of this casts more doubt on the contents of the dossier.

What is known about Steele is that he has a very active imagination and knows how to command a six-figure payoff for his unique services.

We also know that the FBI continued to use him long after they knew he couldn’t be trusted which suggests that he served some other purpose, like providing the agency with plausible deniability, a ‘get out of jail free’ card if they ever got caught surveilling US citizens without probable cause.

But that brings us to the strange case of Carter Page, a bit-player whose role in the Trump campaign was trivial at best.

Page was what most people would call a “small fish”, an insignificant foreign policy advisor who had minimal impact on the campaign.

Congressional investigators, like Nunes, must be wondering why the FBI and DOJ devoted so much attention to someone like Page instead of going after the “big fish” like Bannon, Flynn, Kushner, Ivanka and Trump Jr., all of whom might have been able to provide damaging information on the real target, Donald Trump.

Wasn’t that the idea?

So why waste time on Page?

It doesn’t make any sense, unless, of course, the others were already being surveilled by other agencies?

Is that it, did the NSA and the CIA have a hand in the surveillance too?

It’s a moot point, isn’t it? Because now that there’s evidence that senior-level officials at the DOJ and the FBI were involved in improperly obtaining warrants to spy on members of the opposite party, the investigation is going to go wherever it goes.

Whatever restrictions existed before, will now be lifted.

For example, this popped up in Saturday’s The Hill:

“House Intelligence Committee lawmakers are in the dark about an investigation into wrongdoing at the State Department announced by Chairman Devin Nunes (R-Calif.) on Friday. …Nunes told Fox News on Friday that, “we are in the middle of what I call phase two of our investigation. That investigation is ongoing and we continue work toward finding answers and asking the right questions to try to get to the bottom of what exactly the State Department was up to in terms of this Russia investigation.”…

Since then, GOP lawmakers have been quietly buzzing about allegations that an Obama-era State Department official passed along information from allies of former Secretary of State Hillary Clinton that may have been used by the FBI to launch an investigation into whether the Trump campaign had improper contacts with Russia.

“I’m pretty troubled by what I read in the documents with respect to the role the State Department played in the fall of 2016, including information that was used in a court proceeding. I am troubled by it,” Gowdy told Fox News on Tuesday.” (“Lawmakers in dark about ‘phase two’ of Nunes investigation”, The Hill)

So the State Department is next in line followed by the NSA and, finally, the Russia-gate point of origin, John Brennan’s CIA.

Here’s more background on that from Stephen Cohen’s illuminating article at The Nation:

“….when, and by whom, was this Intel operation against Trump started?

In testimony to the House Intelligence Committee in May 2017, John Brennan, formerly Obama’s head of the CIA, strongly suggested that he and his agency were the first, as The Washington Post put it at the time, “in triggering an FBI probe.”

Certainly both the Post and The New York Times interpreted his remarks in this way. Equally certain, Brennan played a central role in promoting the Russiagate narrative thereafter, briefing members of Congress privately and giving President Obama himself a top-secret envelope in early August 2016 that almost certainly contained Steele’s dossier.

Early on, Brennan presumably would have shared his “suspicions” and initiatives with James Clapper, director of national intelligence. FBI Director Comey… may have joined them actively somewhat later….

When did Brennan begin his “investigation” of Trump?

His House testimony leaves this somewhat unclear, but, according to a subsequent Guardian article, by late 2015 or early 2016 he was receiving, or soliciting, reports from foreign intelligence agencies regarding “suspicious ‘interactions’ between figures connected to Trump and known or suspected Russian agents.”

In short, if these reports and Brennan’s own testimony are to be believed, he, not the FBI, was the instigator and godfather of Russiagate.” (“Russiagate or Intelgate?”, Stephen Cohen, The Nation)

Regular readers of this column know that we have always believed that the Russiagate psyops originated with Brennan.

Just as the CIA launched its disinformation campaigns against Saddam Hussein and Muammar Gadhafi, so too, Russia has emerged as Washington’s foremost rival requiring a massive propaganda campaign to persuade the public that America faces a serious external threat.

In any event, the demonizing of Russia had already begun by the time Hillary and Co. decided to hop on the bandwagon by blaming Moscow for hacking John Podesta’s emails.

The allegations were never persuasive, but they did provide Brennan with some cover for the massive Information Operation (IO) that began with him.

According to the Washington Times:

“It was then-CIA Director John O. Brennan, a close confidant of Mr. Obama’s, who provided the information — what he termed the “basis” — for the FBI to start the counterintelligence investigation last summer….Mr. Brennan told the House Intelligence Committee on May 23 that the intelligence community was picking up tidbits on Trump associates making contacts with Russians.”

It all started with Brennan. After Putin blocked Brennan’s operations in both Ukraine and Syria, Brennan had every reason to retaliate and to use the tools at his disposal to demonize Putin and try to isolate Russia.

The “election meddling” charges (promoted by the Hillary people) fit perfectly with Brennan’s overall strategy to manipulate perceptions and prepare the country for an eventual confrontation.

It provided him the opportunity to kill two birds with one stone, to deliver a withering blow to Putin and Trump at the very same time.

The temptation must have been irresistible.

But now the plan has backfired and the investigations are gaining pace.

Trump’s allies in the House smell the blood in the water and they want answers.

Did the CIA surveil members of the Trump campaign on the basis of information they gathered in the dossier?

Who saw the information?

Was the information passed along to members of the press and other government agencies?

Was the White House involved?

What role did Obama play?

What about the Intelligence Community Assessment?

Was it based on the contents of the Steele report?

Will the “hand-picked” analysts who worked on the report vouch for its conclusions in or were they coached about what to write?

How did Brennan persuade the reluctant Comey into opening a counterintelligence investigation on members in the Trump campaign when he knew it would be perceived as a partisan attempt to sabotage the elections by giving Hillary an edge?

Soon the investigative crosshairs will settle on Brennan.

He’d better have the right answers.

For many years as a reporter covering medical stories, I have taken to task public health agencies, such as WHO and the CDC.

I’m used to their lies.

In that regard, I came across a mind-boggling CDC quote dug up by Dr. Sherri Tenpenny, who has done terrific work researching vaccine dangers.

The quote comes from the 6th edition of Epidemiology and Prevention of Vaccine-Preventable Diseases, published by the CDC.

It’s an attempt to squelch debate about the DPaT vaccine, which is given to prevent diphtheria, tetanus, and pertussis.

Over the years, much has been written about the severe adverse effects of this combination vaccine—e.g., brain damage, seizures, very high fever, death.

The CDC quote asserts that, generally, there is no definable disease “syndrome” caused by vaccines.

It then makes several more astonishing claims.

“There is no distinct syndrome from vaccine administration, and therefore, many temporally associated adverse events probably represent background illness rather than illness caused by the vaccine…

The DTaP may stimulate or precipitate inevitable symptoms of underlying CNS [Central Nervous System] disorder, such as seizures, infantile spasms, epilepsy or SIDS [Sudden Infant Death Syndrome].

By chance alone, some of these cases will seem to be temporally related to DPaT.”

Read the quote several times to absorb the full force of its message.

It reminds me of the attempts to shunt aside deaths caused by AZT, the AIDS drug, which viciously attacks the immune system.

In that case, the doctor or researcher will say, “The patient didn’t die from the effects of AZT.

The destructive action of AIDS, by coincidence, simply speeded up after the drug was given.”

The CDC is claiming the DTaP vaccine stimulates a PRE-EXISTING CONDITION in a baby:

The baby already had a life-threatening central nervous system illness.

The illness was temporarily on hold.

The vaccine brought it to light, and then the baby died.

Suddenly—with no evidence offered—vaccines have this magical ability to cause underlying illness to jump into action.

The vaccine isn’t at fault.

The baby was already on the road to brain damage or death.

I’ve seen some pretty wild excuses offered for vaccine-induced destruction, but this one takes the cake.

Whoever cooked it up should receive some sort of medical prize for Bald-Faced Lying.

Then he can be arrested for contributing to negligent homicide.

Generally speaking, the untested medical assumption is this:

“We know vaccines cause no harm.

Therefore, if a vaccine recipient becomes ill or dies, the cause must reside in the patient.”

In the field of logic, this is called assuming what you are trying to prove.

I have written many times about the 100,000 people who die every year, in the US, as a result of correctly administered FDA-approved medicines.

Perhaps the CDC or the National Institutes of Health could issue a statement blaming all these deaths on underlying, pre-existing illness that was stimulated by these drugs.

Surgical errors could be accounted for in this way, too.

“Yes, we did remove the patient’s testicles while we were doing the appendectomy.

But you see, we knew he had testicular cancer, so we needed to take care of that while we were in the area.

What’s that?

How did we know he had testicular cancer?

Well, we would never remove his testicles by mistake.

Therefore, we must have known we had a legitimate reason to take them off.

Can’t you see that?”

Mosquito Control despite strong oppositions from Key Haven is thinking of going forward with the release of GM mosquitoes.

Mosquito Control is expected to finalize a contract with British-based Oxitec at its April 21 meeting to release genetically modified mosquitoes at a test site in Key Haven, just outside of Key West.

The Mosquito Control Board finalized 90 percent of the contract last month.

The final 10 percent is related to trial protocol, chemicals and equipment related to the project.

Oxitec has created a genetically modified male Aedes aegypti mosquito that it says controls populations.

Sterile males are released into the wild and, since females generally mate only once, they wouldn’t produce offspring from the modified males.

There has been no reports of Dengue for a few years now.

Why is Mosquito Control Board so hell bent on releasing these?

Even though the residents heavily opposed this, as the video below showed, the FDA, as expected, allowed the project to move forward.

Keys residents who oppose Mosquito Control’s release of genetically modified mosquitoes have filed a petition with the Food and Drug Administration demanding further study before any release is permitted.

The petition requests that the Commissioner of Food and Drugs complete a detailed environmental impact statement for the field trial of Oxitec’s genetically modified (GM) Aedes aegypti mosquito in the Florida Keys.

In addition, the document asks that the FDA establish a committee of experts and local residents to review the proposal from Oxitec and also to convene a public meeting in the Florida Keys for the public review of the company’s proposal with the appointed committee members present.

The FDA stated in its 2009 Guidance 187 that certain genetically modified animals would be under the agency’s jurisdiction.

According to Michael Welber, a member of the Florida Keys Environmental Coalition, “this trial would be the first of its kind in the United States and that makes it imperative that the FDA exercise its authority over the release,” he said.

Welber went on to comment that the FDA should “collaborate with all other relevant federal agencies to thoroughly assess the genetically engineered animals’ potential environmental and public health impacts.”

According to the Environmental Coalition there are substantial questions about whether the mosquito will have a significant effect on the human environment.

Oxitec’s own research revealed that 15 percent of its mosquito larvae can survive to adulthood when in the presence of cat food contaminated with tetracycline.

This commonly used antibiotic is also found in sewage and septic tanks, meaning that GM mosquito survival in the environment is very likely.

Residents of Marathon, where the GM mosquitoes would be bred, are very concerned in particular about research done by GeneWatch UK indicating that insect factories such as the one that Mosquito Control proposes could spread antibiotic resistant bacteria or superbugs into the environment, a serious risk to human health.

The petition also argues that aggressive Asian tiger mosquitoes could colonize areas where GM mosquitoes have wiped out local populations, spreading chikungunya and dengue as they go.

Wild Mosquito Problem

Aedes aegypti mosquitoes are a non-native species in the USA.

They are more than just a nuisance as they can spread serious diseases such as dengue fever and chikungunya.

Dengue fever and chikungunya are currently not an active health threat in the Florida Keys including Key West as FKMCD has been working hard to reduce the Aedes aegypti pest.

They are looking for helpful ways to keep mosquito populations down to an acceptable level and the Oxitec technology is a new tool in the fight against mosquitoes.

Technology Benefits

If we use fewer insecticides this will allow more beneficial predators and insects to flourish.

Both the released mosquitoes and their offspring will die – they do not stay in the environment.

This approach targets only the Aedes aegypti mosquitoes that can spread disease because the Oxitec males only produce offspring with their own species.

Project Plan

Oxitec and FKMCD are working together to inform the community about the mosquito releases and to answer questions. 

If FDA agrees that releases can proceed following their review, we anticipate starting in 2015. 

Oxitec male mosquitoes would be released up to 3 times a week. 

Project results will be made available to the public.

The Food and Drug Administration Center for Veterinary Medicine (FDA-CVM) is working with other agencies including the Centers for Disease Control and Prevention (CDC) and Environmental Protection Agency (EPA) for federal regulation of this project. 

There will be no releases until the FDA has completed an evaluation.

The FDA will issue public notification when it publishes the draft Environmental Assessment for comment on http://www.regulations.gov.

UK Company Creates Genetically-Modified Mosquitoes to Help in Fight Against Zika

IN THE space of a few weeks, health authorities around the world have mobilised to fight what could possibly be the biggest global health threat since the emergence of Ebola.

While the Zika virus does not directly kill, the links brain deformities in newborn babies has led US President Barack Obama to call for urgent action, and the leaders of several South American countries to warn women against falling pregnant until a solution is found.

The Australian Olympic Committee has also advised pregnant team members to reconsider going to this year’s Rio Games because of the potential risk, and our own government has issued travel warnings for the regions where the virus is found.

While experts are already working on developing a vaccine it could be years before it is ready.
However there might be another solution, one that is a little left of field — mutant mosquitoes.
A UK company set up by scientists from Oxford University have developed a genetically-modified mosquito whose offspring die.

Oxitec has genetically engineered a line of the Aedes aegypti mosquito, the mosquito that carries dengue fever and chikungunya as well as Zika.

The male mosquitoes are altered to require a dietary supplement that can’t be found in nature and subsequently die. 

When they mate with a female it passes on this defective gene.

Trials on the Aedes mosquito have already been carried out in Brazil as part of a program to combat dengue fever which have proved successful.

In Eldorado, Sao Paulo, where the GM mosquitoes were released, the number of dengue cases dropped from 133 to just one in a year, Spectator reported.

Whether these mutant mosquitoes will be used in the fight against this new threat remains to be seen.

When news of the plan broke, critics labelled the insects as killer Frankenstein mosquitoes, arguing tampering with nature could cause unknown side effects.

On its website, Oxitec says even if someone was bitten by a modified Aedes aegypti mosquito, no genetically modified DNA would enter the bloodstream.

“Using advanced genetics Oxitec breeds and releases ‘sterile’ males of the damage-causing species,” the site says. 

“This highly targeted form of biological control is safe to other species, causes no lasting impact on the environment and is cost-effective.

“Our studies show that the proteins we’ve introduced would not be harmful to humans: 

We have commissioned research with sophisticated computer programs (known as bioinformatics research), to see if the new proteins have any similarities to known allergens or toxins which could be harmful.

“We found no similarity to any substance which could present a risk of allergy or toxicity, so we’re confident that the new proteins would not be harmful to people.”

WHY ARE WE SO WORRIED ABOUT THE ZIKA VIRUS?

For years the Zika virus was considered relatively harmless, only causing flu-like symptoms in sufferers.

But a recent spate of babies being born with microcephaly in Brazil in areas where the virus has recently appeared has sparked fears that unless this problem is defeated, affected countries could be left with a major health crisis for years to come.

Microcephaly causes the underdevelopment of the brain in unborn babies. Once a foetus develops the condition it cannot be reversed.

Those born with it will suffer a lifetime of developmental difficulties, some will even die.

While experts have yet to confirm if the Zika virus does directly cause microcephaly, the cluster of more than 3800 babies being born with it in Brazil since October was enough for authorities to take notice.

Around 160 were born with microcephaly the year before.

Just this week, the World Health Organisation said it believes the Zika virus will spread throughout the Americas prompting a response from the White House “to accelerate research efforts to make available better diagnostic tests, to develop vaccines and therapeutics”.

So far, the Zika virus has been found in 22 other countries in recent months.

There have also been reported cases in Australia but it is believed the last case was in 2014, Fairfax reported.

President Obama was understood to have been briefed on the potential spread of the virus by senior officials on Tuesday, with one recent study suggesting that the virus could affect areas where 60 per cent of the US population lives, the BBC reported.

Professor Scott Weaver, director of the Institute for Human Infections and Immunity, told the BBC people should be frightened by the virus.

“It’s certainly a very significant risk,” he said, “and if infection of the foetus does occur and microcephaly develops we have no ability to alter the outcome of that very bad disease which is sometimes fatal or leaves children mentally incapacitated for the remainder of their life”.

WHAT ELSE ARE THE AUTHORITIES DOING?

Scientists in the US are working with authorities in Brazil to develop a vaccine that will cure and protect against the virus.*

And while they believe it could be ready within two years, it could take up to a decade before it can be widely distributed because of the lengthy approval process it needs to go through in the US.

The Brazilian government has also been frantically spraying affected regions, deploying more than 200,000 soldiers to help in the fight.

But more than 1.5 million people in the country have already been affected and there are widespread concerns it will affect even more.

This is worrying for Brazil which will not only host the Olympics this year but its annual Carnival.

This has prompted United Airlines to offer customers concerned about contracting the virus to postpone or cancel their trips to not just Brazil but any country affected by Zika.

American Airlines also began to issuing refunds to pregnant passengers holding tickets to El Salvador, Honduras, Panama and Guatemala.

The Zika virus, which has been detected in 18 of the 26 states in Brazil, is transmitted by the Aedes aegypti mosquito.

A generically modified version has been developed by a British biotech company called Oxitec.

The results of a trial in Brazil published this summer involved genetically engineered mosquitoes that allegedly fight the spread of dengue fever, yellow fever, chikungunya, and zika virus.

But scientists have warned the study had too few controls in place to ensure that the mosquitoes released into the wild did not end up spreading dengue fever, yellow fever, chikungunya, and zika virus.

In short, these genetically modified mosquitoes could be the cause of the Zika virus outbreak in Brazil and other parts of South and Central America.

“If these mosquitoes are completely safe, then why the hush-hush?” says Gurmit Singh, chair of the Centre for Environment, Technology and Development in Malaysia, another country slated for an Oxitec field trial.

Biotech company Editas Medicine is planning to start human trials to genetically edit genes and reverse blindness.

Humans who have had their DNA genetically modified could exist within two years after a private biotech company announced plans to start the first trials into a ground-breaking new technique.

Editas Medicine, which is based in the US, said it plans to become the first lab in the world to ‘genetically edit’ the DNA of patients suffering from a genetic condition – in this case the blinding disorder ‘leber congenital amaurosis’.

The disorder prevents normal function of the retina; the light-sensitive layer of cells at the back of the eye. It appears at birth or in the first months of life and eventually sufferers can go completely blind.

BGI, a genomics institute located in Shenzhen, announced in late September that it is genetically engineering miniature pigs to sell as pets for $1,600 each.

The institute creates the micropigs by using a gene-editing technique that alters the genomes of a Bama — an already small breed of pig — to make it even smaller. BGI uses TALENs (an enzyme) to disable one of two copies of the growth hormone receptor gene in a Bama’s fetal cells.

While any discussion of the “chemtrail” phenomenon today is immediately labeled conspiracy theory, a new study provides evidence that a global covert program is underway, made possible through political, commercial, and government interests working in collusion to release extremely toxic material into the atmosphere ostensibly to “combat global warming.”

Admittedly, when the topic of “chemtrails” comes up, I get a bit uneasy.  

Like connecting vaccines with autism, certain topics have been so loaded with misinformation for so long that writing about them automatically invokes the specter of controversy, and not open discussion, as would be expected if discovering the truth were a priority. 

One highly marginalized but vocal sector of the population believes chemtrails are being sprayed on us like Raid on cockroaches by our invisible overlords to facilitate a depopulation agenda. 

On the other extreme are academics unashamedly publishing papers suggesting we should play God by using various geoengineering techniques with avowedly planet wide impacts to “combat global warming.” 

Rarely, however, do we see anyone convincingly tying together the first-hand observational data with objective data, to prove that there is something in these persistent contrails other than frozen water vapor.

Thankfully, a groundbreaking study was recently published that did exactly this, bringing us closer to the truth than we have ever been before. 

The implications are simply profound and I believe may foment greatly expanded awareness and activism on the topic.

New Research Proves Coal Fly Ash Is The Source Material for “Chemtrails”

The new study published in the International Journal of Environmental Research and Public Health titled, “Evidence of Coal-Fly-Ash Toxic Chemical Geoengineering in the Troposphere: Consequences for Public Health,” offers a convincing explanation for what is behind the so-called “chemtrail” phenomenon, revealing that the source material used to create artificial weather visible throughout the world is the extremely toxic waste material from the electric industry known as coal fly ash: http://www.mdpi.com/1660-4601/12/8/9375.

If you are not already aware, “chemtrail” is a colloquial term used to describe the persistent contrails, presumably laden with “chemicals,” observed issuing from aircraft that result in the formation of artificial cloud patterns and weather. 

Their existence has been almost universally written off as “conspiracy theory” by the media and government despite global evidence – as clear as day – that the weather is being manipulated with aerosols, presumably for geoengineering purposes intended to offset global warming. 

The new study, authored by San Diego resident J. Marvin Herndon, was initiated after he witnessed his region being sprayed daily by an, as of then, unidentified aerosol:

“In the spring of 2014, the author began to notice tanker-jets quite often producing white trails across the cloudless blue sky over San Diego, California. The aerosol spraying that was happening with increasing frequency was a relatively new phenomenon there. 

The dry warm air above San Diego is not conducive to the formation of jet contrails, which are ice condensate. 

By November 2014 the tanker-jets were busy every day crisscrossing the sky spraying their aerial graffiti. 

In a matter of minutes, the aerosol trails exiting the tanker-jets would start to diffuse, eventually forming cirrus-like clouds that further diffuse to form a white haze that scattered sunlight, often occluding or dimming the sun. 

Aerosol spraying was occasionally so intense as to make the otherwise cloudless blue sky overcast, some areas of sky turning brownish (Figure 1). 

Sometimes the navigation lights of the tanker-jets were visible as they worked at night, their trails obscuring the stars overhead; by dawn the normally clear-blue morning sky already had a milky white haze. 

Regardless, aerosol spraying often continued throughout the day. 

The necessity for daily aerosol emplacement stems from the relatively low spraying-altitudes in the troposphere where mixing with air readily occurs bringing down the aerosolized particulates and exposing humanity and Earth’s biota to the fine-grained substance. 

The author’s concern about the daily exposure to ultra-fine airborne particulate matter of undisclosed composition and its concomitant effect on the health of his family and public health in general prompted the research reported here.”

The Long History of Covert Geoengineering Programs

For those who have not witnessed the “chemtrail” phenomenon directly, it would be easy to write off this author’s testimony as dubious or merely anecdotal. 

But the author rightly points out that there is already extensive evidence in the historical record of covert geoengineering programs, and which he summarizes thusly:

“Geoengineering, also called weather-modification, has been carried out for decades at much lower altitudes in the troposphere. 

The recent calls for open discussion of climate control or geoengineering tend to obscure the fact that the world’s military and civilian sectors have modified atmospheric conditions for many decades as has been described by science historian, James R. Fleming [4]. 

Some of the early weather-modification research resulted in programs like Project Skywater (1961–1988), the U.S. Bureau of Reclamation’s effort to engineer “the rivers of the sky”; the U.S. Army’s Operation Ranch Hand (1961–1971), in which the herbicide Agent Orange was an infamous part; and its Project Popeye (1967–1971), used to “make mud, not war” over the Ho Chi Minh Trail. 

These few examples of weather-modification, all of them secret at the time they were engaged, show that the weather is in the words of the military, “a force multiplier” [5].”

The fact is that we don’t need to speculate about whether these covert programs are still happening, because the evidence is “hidden out in plain sight” for millions to see on a daily basis.  [Note: I highly suggest you watch “Artificial Clouds,”(http://www.greenmedinfo.com/blog/researcher-offers-alternative-explanation-global-warming1) to get a primer on the difference between naturally occurring contrails and “chemtrails.”]

The real questions here are: 

What is being sprayed? 

Who is behind the program? 

Why is there no public discussion of the program and its implications to human and environmental health?

Coal Fly Ash “Is More Toxic Than Radioactive Waste”

While it is clear that weather modification programs focused on enhanced precipitation are being conducted across the country using silver iodide, as recently exposed by our contributor Dave Dahl’s documentary “Artificial Clouds,” and that the result is global changes in weather patterns, exemplified by the temperature changes observed after the post-9/11 airplane grounding, the global geoengineering program appears to be a far greater threat to planetary health.

What Herndon’s research uncovered is that, “[T]oxic coal combustion fly ash is the most likely aerosolized particulate sprayed by tanker-jets for geoengineering, weather-modification and climate-modification purposes and describes some of the multifold consequences on public health.”

He arrived at this conclusion through the following methods:

“Two methods are employed: 

(1) Comparison of 8 elements analyzed in rainwater, leached from aerosolized particulates, with corresponding elements leached into water from coal fly ash in published laboratory experiments, and 

(2) Comparison of 14 elements analyzed in dust collected outdoors on a high-efficiency particulate air (HEPA) filter with corresponding elements analyzed in un-leached coal fly ash material. 

The results show: 

(1) the assemblage of elements in rainwater and in the corresponding experimental leachate are essentially identical. At a 99% confidence interval, they have identical means (T-test) and identical variances (F-test); and 

(2) the assemblage of elements in the HEPA dust and in the corresponding average un-leached coal fly ash are likewise essentially identical.”

Coal fly ash is a fine particle residue generated by coal combustion and is an extremely toxic material for the primary 3 reasons:

1)   Because of its nanoparticle range sizing not only can it enter more easily into human tissue through skin, oral, or pulmonary contact, but it may also have greater toxicity due to its ability to mimic hormones and/or pass through cell membranes and altering nuclear programs to adversely alter cell phenotype.

2)   It contains a wide range of heavy metals, including inorganic forms of aluminum and arsenic which are highly toxic to biological systems. It’s mercury content can range as high as 1 part per million.1

3)   It contains low-dose radioisotopes which can have profound, severe chronic adverse health effects several orders of magnitude higher than present toxicological risk assessments account for. Herndon states, “Coal fly ash has been described as being more radioactive than nuclear waste [24].”

As Herndon states, “The consequences [of coal fly ash exposure] on public health are profound, including exposure to a variety of toxic heavy metals, radioactive elements, and neurologically-implicated chemically mobile aluminum released by body moisture in situ after inhalation or through transdermal induction.”

Disturbingly, the EPA recently ruled that coal fly ash is not to be considered a “hazardous waste,”2 despite overwhelming evidence that contains dozens of compounds that individually present a serious enough environmental and human health risk to be classified and regulated as hazardous to health.

When you consider that the EPA requires coal firing electrical plants to sequester the coal fly ash due to its known toxicity as a pollutant, the hypocrisy here is astounding. 

Of course, this ruling would protect those orchestrating the behind-the-scenes geoengineering agenda of using the electrical power industry’s toxic byproduct: millions of tons of coal fly ash, as a “beneficial” substance used to “combat global warming,” even though the end result is the same: releasing a highly toxic material directly into the troposphere.

Profit Motive and Not Evidence Drives The Geoengineering Agenda

We already have examples of how this works. 

The private sector, like the aluminum industry, colludes with the government to take a highly toxic waste product like fluoride, and then lobby to have it legally mandated to be put into the environment and our bodies via fluoridation programs.  

Suddenly the industry responsible for concentrating and unleashing a substance that is not legal to dump into the environment due to safety concerns gets paid to have it dumped directly into our water supply which ends up in our environment and bodies. 

A highly toxic substance is simply re-purposed and rebranded as “therapeutic” when the profit motive is compelling enough to trump ethical and legal boundaries.

As of 2005, U.S. coal-fired plants reported producing 71.1 million tons of fly ash, of which 29.1 million tons was reported reused for industrial applications.3 

Were it not for this “recycling” the industry would be left with a billion dollar problem, not unlike the nuclear industry’s problem with nuclear waste. 

Therein alone lies a plausible motive for its use as a “geoengineering” ingredient, turning a liability into a profit center.

Herndon offers additional insight into why he thinks coal fly ash was chosen as the preferred geoengineering ingredient:

While academicians debate geoengineering as an activity that might potentially be needed in the future [2,3], evidence suggests that Western governments/militaries moved ahead with a full scale operational geoengineering program. 

But instead of mining and milling rock to produce artificial volcanic ash in sufficient volumes to cool the planet, they adopted a low-cost, pragmatic alternative, but one with consequences far more dire to life on Earth than global warming might ever be, and used coal combustion fly ash. 

To make matters worse, instead of placing the material high into the stratosphere, where there is minimal mixing and the substance might remain suspended for a year or more, they opted to spray coal fly ash into the lower atmosphere, the troposphere, which mixes with the air people breathe and gets rained down to ground.

Another very important point made by Herndon is that this interventionist approach to “combat global warming” appears to have been poorly thought out, perhaps resulting in exactly the opposite of the stated intention:

“There is yet another consequence of tropospheric coal ash spraying that is contrary to cooling the Earth and has potentially far-reaching adverse ecological and public health implications: weather modification and concomitant disruption of habitats and food sources. 

As reported by NASA, “Normal rainfall droplet creation involves water vapor condensing on particles in clouds. 

The droplets eventually coalesce together to form drops large enough to fall to Earth. However, as more and more pollution particles (aerosols) enter a rain cloud, the same amount of water becomes spread out. 

These smaller water droplets float with the air and are prevented from coalescing and growing large enough for a raindrop. Thus, the cloud yields less rainfall over the course of its lifetime compared to a clean (non-polluted) cloud of the same size” [42]. 

In addition to preventing water droplets from coalescing and growing large enough to fall to Earth, coal fly ash, which formed under anhydrous conditions, will hydrate, trapping additional moisture thus further acting to prevent rainfall. 

That may cause drought in some areas, floods in others, crop failure, forest die-offs, and adverse ecological impacts, especially in conjunction with the chemically-mobile-aluminum contamination from coal fly ash. 

The consequences ultimately may have devastating effects on habitats and reduce human food production.”

Herndon leaves us with closing remarks difficult to ignore, including a call to action that I hope our readers take to heart:

More than a half century ago Rachel Carson called the world’s attention to the unintended consequences of herbicides and pesticides widely employed by agriculture. Instead of turning a blind eye, people everywhere became motivated to stop the worst of this environmental onslaught. 

Today we are fully aware of the vast interconnected web of dependencies and symbioses that comprise life on our planet. 

Earth exists in a state of dynamic biological, chemical, and physical equilibrium whose complexity far exceeds the understanding of contemporary science. 

The pervasive tropospheric spraying of coal fly ash threatens this equilibrium, whose delicacy or whose resilience we cannot quantify. 

Human health is at risk as is Earth’s biota. 

Are we to remain silent? 

Or will we exercise our primal right to speak in our own defense as a species and question the sanity of emplacing coal fly ash in Earth’s perpetually moving atmosphere?

Admittedly, when the topic of “chemtrails” comes up, I get a bit uneasy.  

Like connecting vaccines with autism, certain topics have been so loaded with misinformation for so long that writing about them automatically invokes the specter of controversy, and not open discussion, as would be expected if discovering the truth were a priority. 

One highly marginalized but vocal sector of the population believes chemtrails are being sprayed on us like Raid on cockroaches by our invisible overlords to facilitate a depopulation agenda. 

On the other extreme are academics unashamedly publishing papers suggesting we should play God by using various geoengineering techniques with avowedly planet wide impacts to “combat global warming.” 

Rarely, however, do we see anyone convincingly tying together the first-hand observational data with objective data, to prove that there is something in these persistent contrails other than frozen water vapor.

Thankfully, a groundbreaking study was recently published that did exactly this, bringing us closer to the truth than we have ever been before. 

The implications are simply profound and I believe may foment greatly expanded awareness and activism on the topic.

New Research Proves Coal Fly Ash Is The Source Material for “Chemtrails”

The new study published in the International Journal of Environmental Research and Public Health titled, “Evidence of Coal-Fly-Ash Toxic Chemical Geoengineering in the Troposphere: Consequences for Public Health,” offers a convincing explanation for what is behind the so-called “chemtrail” phenomenon, revealing that the source material used to create artificial weather visible throughout the world is the extremely toxic waste material from the electric industry known as coal fly ash: http://www.mdpi.com/1660-4601/12/8/9375.

If you are not already aware, “chemtrail” is a colloquial term used to describe the persistent contrails, presumably laden with “chemicals,” observed issuing from aircraft that result in the formation of artificial cloud patterns and weather. 

Their existence has been almost universally written off as “conspiracy theory” by the media and government despite global evidence – as clear as day – that the weather is being manipulated with aerosols, presumably for geoengineering purposes intended to offset global warming. 

The new study, authored by San Diego resident J. Marvin Herndon, was initiated after he witnessed his region being sprayed daily by an, as of then, unidentified aerosol:

“In the spring of 2014, the author began to notice tanker-jets quite often producing white trails across the cloudless blue sky over San Diego, California. The aerosol spraying that was happening with increasing frequency was a relatively new phenomenon there. 

The dry warm air above San Diego is not conducive to the formation of jet contrails, which are ice condensate. 

By November 2014 the tanker-jets were busy every day crisscrossing the sky spraying their aerial graffiti. 

In a matter of minutes, the aerosol trails exiting the tanker-jets would start to diffuse, eventually forming cirrus-like clouds that further diffuse to form a white haze that scattered sunlight, often occluding or dimming the sun. 

Aerosol spraying was occasionally so intense as to make the otherwise cloudless blue sky overcast, some areas of sky turning brownish (Figure 1). 

Sometimes the navigation lights of the tanker-jets were visible as they worked at night, their trails obscuring the stars overhead; by dawn the normally clear-blue morning sky already had a milky white haze. 

Regardless, aerosol spraying often continued throughout the day. 

The necessity for daily aerosol emplacement stems from the relatively low spraying-altitudes in the troposphere where mixing with air readily occurs bringing down the aerosolized particulates and exposing humanity and Earth’s biota to the fine-grained substance. 

The author’s concern about the daily exposure to ultra-fine airborne particulate matter of undisclosed composition and its concomitant effect on the health of his family and public health in general prompted the research reported here.”

The Long History of Covert Geoengineering Programs

For those who have not witnessed the “chemtrail” phenomenon directly, it would be easy to write off this author’s testimony as dubious or merely anecdotal. 

But the author rightly points out that there is already extensive evidence in the historical record of covert geoengineering programs, and which he summarizes thusly:

“Geoengineering, also called weather-modification, has been carried out for decades at much lower altitudes in the troposphere. 

The recent calls for open discussion of climate control or geoengineering tend to obscure the fact that the world’s military and civilian sectors have modified atmospheric conditions for many decades as has been described by science historian, James R. Fleming [4]. 

Some of the early weather-modification research resulted in programs like Project Skywater (1961–1988), the U.S. Bureau of Reclamation’s effort to engineer “the rivers of the sky”; the U.S. Army’s Operation Ranch Hand (1961–1971), in which the herbicide Agent Orange was an infamous part; and its Project Popeye (1967–1971), used to “make mud, not war” over the Ho Chi Minh Trail. 

These few examples of weather-modification, all of them secret at the time they were engaged, show that the weather is in the words of the military, “a force multiplier” [5].”

The real questions here are: 

What is being sprayed?
